Our Methodology
A disciplined, evidence-based approach to public-sector IT quality assurance — powered by live data and AI-augmented analysis.
How we assess
Every Liberum engagement runs against the same rigorous framework: a structured set of QA domains, scored by phase, evidenced in the system, and reviewed at a cadence that matches your project's tier and risk profile.
Our methodology is purpose-built for the WaTech oversight model and aligns to PMI, PMBOK, and industry-recognized assurance standards. The result is QA you can defend — to your steering committee, to your oversight body, to the legislature, and to the public.
The 15 assessment domains
Comprehensive coverage of every dimension that drives an IT investment to a successful outcome. Tier 1 engagements focus on the core six; Tier 2 expands to extended areas; Tier 3 covers all 15.

Our four-step assessment cycle
Evidence Collection
Stakeholder interviews, meeting observations, document reviews, and direct system inspection. Every rating we publish is backed by recorded evidence in the platform.
Structured Scoring
Each domain is scored against a phase-aware question bank covering hundreds of indicators. Weights and thresholds are calibrated to project tier so that small projects are not over-burdened and large programs are fully covered.
Findings & Recommendations
Where ratings reveal risk, we issue prioritized findings with concrete, actionable recommendations — tracked from creation to closure with aging alerts so nothing falls through the cracks.
Continuous Improvement
Trend tracking across reporting periods shows whether the project is improving, stable, or degrading on every domain. Steering committees see direction, not just snapshots.
Live data access
Static PDF reports are a snapshot. Liberum gives you something better: a continuously updated picture of your project, available the moment the data changes.
- Real-time dashboards — project health, domain scores, open risks, finding aging, and reporting cadence visible to authorized stakeholders 24/7.
- Drill-down on every metric — from an overall health badge down to the underlying domain narrative, the question that drove the score, and the supporting evidence.
- Trend visualization — period-over-period movement on every domain so leadership can see momentum, not just the latest result.
- Role-aware access — agency stakeholders, oversight bodies, sponsors, and practitioners each get the view appropriate to their role. Same source of truth, different surface.
AI-augmented analysis
Our platform pairs every QA practitioner and every authorized stakeholder with a project-aware AI assistant trained on the specific data, history, and context of your engagement.
- Ask anything about your project — "What's the trend on Schedule Management?" "Show me every open critical risk." "Summarize the findings from the last three reporting periods." Answers cite the underlying data.
- Faster report drafting — AI summaries, narrative suggestions, and finding-to-recommendation traceability cut hours off every reporting cycle.
- Pattern detection — AI surfaces correlations across domains and across reporting periods that a human reviewer might miss in dense monthly reports.
- Stakeholder self-service — sponsors and oversight staff can ask questions of their own data without waiting for the next report cycle.
- Auditable — every AI interaction is logged, attributable, and governed by per-role usage controls.
Built for the projects that matter most
A modern QA platform shouldn't slow you down. Ours speeds you up — with structure where you need it and visibility where it counts.
